On a electrical circuit why does the continuity test have to be carried out prior to the insulation resistance

because a megger puts out a high voltage dc signal

it doesnt matter which test is carried out first. the continuity test just checks there are no breaks/bad joints in the cable.
the insulation test proves that the cable is not shorting to earth, neutral or another phase.
